LAKSHMIBAI NATIONAL INSTITUTE OF PHYSICAL EDUCATION

 

HISTORICAL DEVELOPMENT

v                The Lakshmibai National University of Physical Education, Gwalior was established by the Ministry of Education & Culture, Government of India as Lakshmibai College of Physical Education (LCPE) in August 1957, the centenary year of the War of Independence and located at Gwalior, where Rani Lakshmibai of Jhansi, a valiant heroine of the war, had laid down her life during the First Freedom Struggle in 1857.

v                The Institute started as an affiliated college of the Vikram University, Ujjain and then came to the folds of Jiwaji University, Gwalior in 1964. The Institute was given the status of National importance, and hence it was renamed as Lakshmibai National College of Physical Education (LNCPE) in1973. In recognition of its unique status and character and to facilitate its further growth, the college was conferred the status of an ’Autonomous College’ of Jiwaji University, Gwalior in 1982.

v                In further recognition of the unique educational services rendered by the institute in the field of Physical Education, Sports and Research, the Government of India, Ministry of Human Resource Development conferred the status of a “Deemed to be University” in September 1995 under Section 3 of U.G.C. Act, 1956 vide notification no. F. 9-14/92-U.3  dated 21.09.1995 Hence, University was again renamed as Lakshmibai National Institute of Physical Education (LNIPE). The Institute is the first “Deemed to be University” in the field of Physical Education in India and enjoys a unique place of its kind in South Asia.

v                Since 2000, the Institute comes under the administrative jurisdiction of Ministry of Youth Affairs and Sports, Government of India.  It is fully funded by the Ministry for plan and non-plan expenditure.

 

OBJECTIVE OF THE UNIVERSITY

 

The objectives of the University are as under:

 

v        To prepare highly qualified teachers and leaders in the field of Physical   Education and Sports.

v        To serve as a center of excellence and innovation in Physical Education and Sports.

v        To provide professional and academic leadership to other institutions in the field of Physical Education.

v        To provide vocational guidance and placement services to the professionals in this field.

v        To promote mass-participation in Physical Education and Sports.

v        To develop and promote programmes of Physical Education and Sports in the country.

v        To encourage and produce scientific contemporary literature in the field of Physical Education and Sports.

v        To provide community services in the field of Physical Education and Sports

 

LAUNCHING OF ACADEMIC PROGRAMMES

 

v              The main purpose of establishing this University was to upgrade the status of Physical Education by producing quality teachers and leaders through graduate and post-graduate courses. Three years Bachelor of Physical Education (BPE) was started in 1957 and two years Master of Physical Education (MPE) in 1963. In 1980, the then college reached yet another milestone and became the first institution in India to have offered one-year programme of Master of Philosophy (M.Phil.) in Physical Education. Ph.D. programme in Physical Education was started in 1998. Students are also admitted for various certificate/diploma/PG Diploma courses in different disciplines of Physical Education and Sports.

v                 The duration of the Bachelor of Physical Education (B.P.E.) course was initially of three years. To bring it at par with other professional degree courses, as also match the International standards the duration of the course was extended to four years integrated course and the course was renamed as Bachelor of Physical Education (B.P.Ed.) Integrated. The National Council of Teacher Education (NCTE) Western Regional Centre, Bhopal vide their Order No. WRC/5-6/6/90/2006/C-5370 dated 26th December 2006 accorded recognition to this course. The 2-years M.P.Ed. Degree Course also has recognition from the NCTE, Western Regional Centre, Bhopal vide their Order No. WRC/2-32/APWO 1960/214009/77/2005/7426 dated 16.9.2005

 REVIEW OF THE INSTITUTE

 

The University Grants Commission made Review of the Institute through its duly constituted Committee on 13th and 14th Oct, 2009.  The Institute was also inspected by the Government of India in the 2009 and a formal reply to the observations has been sent to UGC.

 

 

 NAAC ACCREDITATION

 

The Institute has been inspected by the National Assessment and Accreditation Council (NAAC – an autonomous body of University Grants Commission) through its Peer Team and based on this inspection the Institute has been accredited on 28.3.2010 which is valid for a period of 5 years.

 

 

 ISO CERTIFICATION

 

The Institute has been certified to the parameters of ISO 9001:2008, ISO 14001:2004 and ISO 18001:2007 by M/s UKAS Quality Management on 28.8.2012, which is valid for a period of 3 years.

GOVERNING SYSTEM

Lakshmibai National University of Physical Education is a Society registered under Madhya Pradesh Society Registration Act 1973. Accordingly, the Institute is governed by the Memorandum of Association (MOA). 

AUTHORITIES OF THE INSTITUTE

v     PRESIDENT

The Union Minister for Youth Affairs and Sports, by virtue of his office, is the President of the Institute and when present, presides over the Convocations of the Institute.

v     BOARD OF MANAGEMENT (BOM)

The Board of Management is the principal organ of management and principal executive body of the Institute.  The Secretary (Sports), Ministry of Youth Affairs and Sports is the Chairman and Registrar is the Secretary of the Board.  Click for composition of the Board

v     ACADEMIC COUNCIL

The Academic Council is the Principal Academic Body of the Institute and is responsible for the maintenance of standards of education, teaching and training, inter-departmental coordination, research, examinations and tests.   The Vice-Chancellor is the Chairman and Registrar is the Secretary of the Council .Click for composition of the Council

v     FINANCE COMMITTEE

The Finance Committee considers annual accounts and financial estimates of the Institute.  It also considers annual budget and revised estimates to the Board of Management.  The Vice-Chancellor is the Chairman and Finance Officer is the Secretary of the Committee. v     PLANNING AND MONITORING BOARD

The Planning and Monitoring Board is the principal planning body of the Institute and is responsible for the monitoring of the development programmes of the Institute.  The Vice-Chancellor is the Chairman and Registrar is the Secretary of the Board.

v     BOARD OF STUDIES

There is a Board of Studies for each Department of the Institute which meets at least two to three times in an academic session to review & deliberate departmental syllabus/curriculum, examination schemes, question paper making & evaluation standards etc. which are then discussed & deliberated at the Academic Council Meeting before being approved by the Board of Management. 

 

OFFICERS OF THE INSTITUTE

v     VICE CHANCELLOR

The Vice-Chancellor is the Principal Executive Officer of the Institute and exercises general supervision and control over the affairs of the Institute.  He is responsible for the implementation of the decisions of all the authorities of the Institute.  He is the member of the Board of Management and ex-officio Chairman of the Academic Council, the Finance Committee, the Planning and Monitoring Board and Selection Committee.  He is appointed by the President of the Society and holds office for a term of five years.

v     REGISTRAR

The Registrar is a whole time salaried officer of the Institute and is responsible directly to the Vice-Chancellor.  He is the ex-officio Secretary of the Board of Management, the Academic Council and Planning and Monitoring Board.  He is appointed by the Board of Management on the recommendation of the Selection Committee.

v     FINANCE OFFICER

The Finance Officer is a whole time salaried officer of the Institute and is appointed by the Board of Management. He works under the direction of the Vice-Chancellor and is responsible for the preparation of annual budget, estimates and statements of accounts for submission to the Finance Committee and the Board of Management.  He is also responsible for the management of funds and investments of the Institute under the control of the Board of Management.  He is the ex-officio Secretary of the Finance Committee.

v     CONTROLLER OF EXAMINATIONS

The Controller of Examinations is responsible for the implementation of specific directions of the Board of Management, the Academic Council and the Vice Chancellor on the issue of examination and evaluation.

v     HEAD OF THE DEPARTMENTS

There is a Head of the Department for each of the Departments in the Institute and is appointed by the Vice Chancellor.  He presides the meeting of the Board of Studies of his Department.

v     OTHER OFFICERS

Assistant and Deputy Registrars are the functional heads of different sections like administration, academics, estate, procurement, etc. and assist the Registrar in smooth functioning of the Institute.

CAMPUS

           

The Lakshmibai National University of Physical Education (LNUPE) campus is located in Shaktinagar and located on Race Course Road, at a distance of about one kilometer from Gwalior Railway Station. Gwalior is situated on Agra-Mumbai National highway and is on the main North-South rail route, about 320 Km from New Delhi.  University campus covers an area of about 153 acres and is fully residential. The buildings of the University consist of class rooms, laboratories, research block, auditorium & administrative block.

UGC ACADEMIC STAFF COLLEGE

The Academic Staff College was established in February 2000 and is funded by the University Grants Commission.  It is considered as one of the best ASC in India.  The objectives of the College include organizing orientation programs of 28 days for new entrant teaching staff (Assistant Professor level), to organize refresher course of 21 days for in-service teachers and to organize short term courses, seminars, workshops etc.  Refresher and orientation programmes are mandatory for career development. OFF CAMPUS

 

The Institute has opened its North East off-campus at Guwahati (Assam) from the academic session 2009-10 with the approval of Government of India vide letter No. 2-10/2009 – ID dated 20.08.2009.  This University signed a Memorandum of Understanding (MOU) with the Government of Assam on 14.05.2010 for establishment of the Regional Centre.  The Government of Assam has provided 284679.17 Sq Mts of land and in-built infrastructure at Tepesia Sports complex, Sonapur, Guwahati to facilitate launching of academic programmes from the academic session 2008-2009. 

 

 

PYKKA RESOURCE CENTRE

             

The National Sports Policy 2001 lays special emphasis on ‘Broad-basing of Sports’ through grass root level sports activity and ‘Promoting Excellence in Sports’ at the National and International level.  The Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) aims at achieving the above objective by providing basic sports infrastructure and equipment at the Panchayat level and encouraging sports and games in rural areas through annual competitions at the block, district, state and national level.  The objective of PYKKA Resource Centre is mentioned below:

 

v                 Training of Master Trainers.

v                 Provide models for creating Sports facilities in States/UT.

v                 Maintain records of National Master Trainers.

v                 Exchange of experts with foreign countries.

v                 Refresher courses for Master Trainers.

The PYKKA Resource Centre (PRC) is located at LNUPE, Gwalior and works as hub of educational and training activity which generates and supplies technical details to concerned agencies for dissemination.  PRC is the training centre where sponsored Master Trainers from different parts of the States and UTs are trained for promoting the activities of PYKKA.
